Section 412.202 of Title 5 Code of Federal Regulations (CFR) and section 1113 of Public Law 111-84, National Defense Authorization Act for Fiscal Year 2010 (NDAA 2010), require the Department of Defense (DoD) to establish programs to provide training for managers and supervisors within one year of initial appointment to a supervisory position and at least once every three years thereafter.
DoD Components, Agencies and Field Activities (“Components”) are required to develop, evaluate and report on training programs and ensure civilian and military managers and supervisors of DoD civilian employees complete all training in compliance with the Framework. Components are also urged to develop holistic training, education and professional development programs, and foster a culture of support for managers and supervisors. The 2019 Framework requirements target the performance of skills unique to the roles and responsibilities of the manager and supervisor.
