Defense Civilian Personnel Advisory Service
Ms. Ronna Rowe Garrett, a member of the Senior Executive Service, is the Executive Director, Defense Civilian Personnel Advisory Service (DCPAS), Office of the Under Secretary of Defense for Personnel and Readiness (OUSD(PR)). Her responsibilities include development and oversight of civilian human resource plans, policies, and programs for 950,000 Department of Defense defense employees worldwide. Ms. Garrett’s portfolio spans the full spectrum of Human Capital Management, to include workforce planning, talent acquisition and management, development and sustainment, performance management, labor and employee relations, and leader development.
Ms. Garrett’s career spans 33 years as a Federal civilian, with her first assignment in Department of Navy as a summer intern at the Naval Postgraduate School, Monterey, CA. Prior to her current assignment, Ms. Garrett served as the Department of Defense, Director, Human Resource Operational Programs and Advisory Services at DCPAS. In that capacity, she led major legislation that changed the way the Department hires and manages performance.
Before joining the (OUSD(P&R)), Ms. Garrett held various leadership positions in Department of Army. She served as Deputy Assistant G1 for Civilian Personnel; Human Resource Director for Army Forces Command; Human Resource Manager for a major military medical center; and Civilian Personnel Officer for the Army’s largest operations center.
When serving as the Executive Director, Army Forces Command, Ms. Garrett led the geographical move of the four-star headquarters from Atlanta, Georgia to Fort Bragg, North Carolina. Through a multi-disciplinary team of military and civilian experts, she managed environmental and community impacts, facility utilization, economic adjustments, installation environmental restoration, military and civilian human resource impacts, real property disposals, base structure, and military construction. Ms. Garrett earned her Master of Science degree in Human Resource Management from Troy State University, Troy, Alabama. She is also a certified Senior Professional in Human Resources. Her professional education includes Army Intern Program, Personnel Management for Executives, and Army Management Staff College. Ms. Garrett is a graduate of the Federal Executive Institute.
In her current role as Director, DCPAS, Ms. Garrett’s focus is to strengthen the human resource community by delivering effective policy, transforming business processes, and advancing human resource expertise.
