Deputy Director

Mr. Daniel Hester serves as the Deputy Director, Defense Civilian Personnel Advisory Service. In this capacity, Mr. Hester is responsible for providing policy development, program management guidance, and advisory support for Human Resources operational functions and strategic programs for a workforce of more than 900,000 defense employees worldwide.

Mr. Allen Brooks

Technical Director

Mr. Brooks serves as the Technical Director. His responsibilities include leading a multidisciplinary staff in developing, implementing, maintaining, and assuring the efficient and effective operation of civilian human resources policies, guidance, programs, legislative initiatives, and Executive Orders. Mr. Nelson has been in this position since May 2018 and has over 36 years of Federal Service.

Mr. Henry Smith

Chief of Staff

Mr. Smith is the Chief of Staff, Defense Civilian Personnel Advisory Service (DCPAS). As a strategist and senior advisor, his responsibilities include managing day-to-day operations for nearly 400 geographically dispersed DCPAS personnel who deliver innovative policies, technical and consultative services, training, and operational support for more than 900,000 defense employees worldwide. In addition, he plans and directs all administrative and operational activities for the Executive Director. Mr. Kinnaman implements and ensures the timely execution of programs and initiatives which include strategic communications, HR solutions, process improvements, and the management of high-visibility projects, issuances, and directives.

Ms. Kelly Cruz

Director, Employment and Compensation Line of Business, Defense Civilian Personnel Advisor Service (DCPAS), Defense Human Resources Activity

Ms. Cruz is responsible for the oversight of Classification, Compensation, Recruiting, Staffing, and Workforce Restructuring policies and programs for the Department of Defense (DoD).

Mr. Dexter Burnam

Director, Enterprise Solutions and Integration

Mr. Dexter Burnam is the Director of Enterprise Solutions and Integration (ESI). He serves as the functional portfolio manager and system integrator for the Department of Defense’s Civilian Human Resources Management (CHRM) IT systems. Mr. Burnam also provides enterprise strategic solutions that support approximately 950,000 defense employees worldwide through business process re-engineering, process improvement, and system integration.

Mr. Howard Ferguson

Director, Department of Defense Expeditionary Civilian (DoD-EC) Program Office

Mr. Howard R. Ferguson is the Director, Department of Defense Expeditionary Civilian (DoD-EC) Program Office, Defense Civilian Personnel Advisory Service (DCPAS), Office of the Under Secretary of Defense for Personnel and Readiness, and the strategic advisor to the Deputy Assistant Secretary of Defense for Civilian Personnel Policy, on matters pertaining to expeditionary civilian support of the National Defense Strategy.

Ms. Taiwanna Smith

Director, Benefits, Wage and Nonappropriated Fund Policy

Ms. Taiwanna Smith serves as Director, Benefits, Wage and Nonappropriated Fund (NAF) Policy Line, Defense Civilian Personnel Advisory Service (DCPAS). In this capacity she supports 950,000 Department of Defense Appropriated and NAF employees worldwide by facilitating the development and oversight of Human Resources benefits, work life, wage, and NAF employment policy and programs that are vital to our customers. Ms. Smith has extensive Federal experience and has held a multitude of Human Resource leadership positions within Department of Defense.

Ms. Amy Rogers

Director, Talent Development

Ms. Amy Rogers is the DoD’s Chief Learning Officer (CLO) for the Civilian workforce of more than 950,000 employees. Ms. Amy Rogers also manages and resources a diverse portfolio of programs in the areas of Civilian Leader and Executive Development, and Career and Professional Development. Ms. Rogers also provides oversight of the Executive Management Training Center (EMTC) in Southbridge, MA, which offers state-of-the-art training and conference space and four-star lodging to all DoD Components, and oversees the implementation of new programs.
