Mr. Daniel Hester serves as the Deputy Director, Defense Civilian Personnel Advisory Service. In this capacity, Mr. Hester is responsible for providing policy development, program management guidance, and advisory support for Human Resources operational functions and strategic programs for a workforce of more than 900,000 defense employees worldwide.

Mr. Jeffrey Nelson

Technical Director

Mr. Nelson serves as the Technical Director. His responsibilities include leading a multidisciplinary staff in developing, implementing, maintaining, and assuring the efficient and effective operation of civilian human resources policies, guidance, programs, legislative initiatives, and Executive Orders. Mr. Nelson has been in this position since May 2018 and has over 36 years of Federal Service.

Mr. Justin Kinnaman

Chief of Staff

Mr. Justin Kinnaman is the Chief of Staff, Defense Civilian Personnel Advisory Service (DCPAS). As a strategist and senior advisor, his responsibilities include managing day-to-day operations for nearly 400 geographically dispersed DCPAS personnel who deliver innovative policies, technical and consultative services, training, and operational support for more than 900,000 defense employees worldwide. In addition, he plans and directs all administrative and operational activities for the Executive Director. Mr. Kinnaman implements and ensures the timely execution of programs and initiatives which include strategic communications, HR solutions, process improvements, and the management of high-visibility projects, issuances, and directives.

Ms. Kelly Cruz

Director, Executive Resource Management

Ms. Kelly M. Cruz serves as Director, Defense Executive Resources Management Office, Defense Civilian Personnel Advisor Service (DCPAS). In this capacity, she is responsible for policies and programs affecting the civilian Senior Executive workforce within the Military Departments, the Office of the Secretary of Defense, and Defense Agencies. Prior to her current assignment, Ms. Cruz served as the Senior Human Resources Specialist with the Department of State, Bureau of Human Resources, Office of Civil Service Human Resource Management, Executive Resources.

Mr. Dexter Burnam

Director, Enterprise Solutions and Integration

Mr. Dexter Burnam is the Director of Enterprise Solutions and Integration (ESI). He serves as the functional portfolio manager and system integrator for the Department of Defense’s Civilian Human Resources Management (CHRM) IT systems. Mr. Burnam also provides enterprise strategic solutions that support approximately 950,000 defense employees worldwide through business process re-engineering, process improvement, and system integration.

Ms. Taiwanna Smith serves as Director, Benefits, Wage and Nonappropriated Fund (NAF) Policy Line, Defense Civilian Personnel Advisory Service (DCPAS). In this capacity she supports 950,000 Department of Defense Appropriated and NAF employees worldwide by facilitating the development and oversight of Human Resources benefits, work life, wage, and NAF employment policy and programs that are vital to our customers. Ms. Smith has extensive Federal experience and has held a multitude of Human Resource leadership positions within Department of Defense.

Dr. Vicki Brown

Director, Talent Development

Dr. Vicki A. Brown, a career civil servant, has worked for the Department of Defense for 37 years. She is DoD’s Chief Learning Officer (CLO) for 950,000 defense employees worldwide and is the senior advisor to the Department’s leadership on strategic civilian learning initiatives and talent development. As CLO, Dr. Brown drives the enterprise strategy for civilian workforce training, education, and professional development. The solutions she provides affect the workforce and support DoD and Office of Personnel Management (OPM’s) goals and objectives. She chairs the Defense Chief Learning Officer Council and represents DOD on several interagency advisory councils.
