Civilian Leader Development and Broadening Programs

DOD’s Leader Development Programs are key components of the Department’s strategy for developing civilian leaders, and fully incorporate and institutionalize the DOD Civilian Leader Development Framework and Continuum. Additionally, the DOD’s vision for the management and development of senior executives is that of a senior civilian workforce that possesses a broad background of skills and experiences that will have prepared them to support the warfighter and meet the continually changing leadership and management requirements of the Department.

It is DOD’s policy that a diverse cadre of highly capable, high-performing, and results-oriented civilian leaders shall be developed and sustained to lead effectively in increasingly complex environments, ensure continuity of leadership, and maintain a learning organization that drives transformation and continuous improvement across the enterprise. Accordingly, DCPAS manages the DOD participation in the White House Leadership Development Program and plans and executes these Leader Development Programs.

The Civilian Leader Career Broadening Programs are designed for the “purposeful expansion” of an individual’s capabilities and understanding, provided through planned opportunities internal and external to DOD throughout their career. Career broadening happens through experiences and/or education in different organizational cultures and environments and allows individuals to develop skills that will assist them and benefit their agency as they move into increasingly senior roles.
