DCPAS provides strategic and technical advice and guidance regarding the development and administration of policies and programs within this broad portfolio. The assistance provided by DCPAS ensures compliance with Federal regulations and DOW policy in support of the Department’s mission.

In collaboration with the Office of Personnel Management (OPM), Department of Labor, and other Federal agencies, DCPAS develops legislation and policies which provide comprehensive and competitive benefits programs to support the DOW mission and employee retention. DCPAS also provides training and advisory services to internal and external Federal agencies. Additionally, DCPAS manages the DOW Credentialing Program which focuses on the interpretation and application of Federal laws, regulations, and DOW policy and practices within the Employee Benefits functional area.

To keep the DOW civilian workforce updated, DCPAS produces a quarterly newsletter, BENEFACTS, on Federal Benefits and Entitlements as well relevant information about various Injury and Unemployment Compensation topics. The End of Year Report is a comprehensive overview of what DCPAS has accomplished throughout the calendar year to fulfill its mission to support the “whole person – whole career” model for every DOW employee.
