DCPAS manages the DoW Managerial and Supervisory (M&S) Training Program. Section 412.202 of title 5 Code of Federal Regulations and section 1113 of Public Law 111-84, National Defense Authorization Act for Fiscal Year 2010, codified in 5 U.S.C. 9902, requires the DoW to establish programs to provide training for managers and supervisors within one year of initial appointment to a supervisory position and at least once every three years thereafter. Additionally, 5 U.S.C. 9902 requires mentoring of new supervisors by experienced supervisors. Mentoring resources are provided on the Mentoring Portal page.

2019 DOD M&S Learning and Evaluation Framework

DoW Components, Agencies, and Field Activities (“Components”) are required to develop, evaluate, and report on M&S training and new supervisor mentoring programs and ensure civilian and military managers and supervisors of DoW civilian employees complete all training in compliance with the M&S Training Handbook. Components are also urged to develop holistic training, education, and professional development programs and foster a culture of support for managers and supervisors. The handbook requirements target the performance of skills unique to the roles and responsibilities of the managers and supervisors..
