DCPAS implements the DOD competency-based approach for developing and assessing workforce competencies and supporting strategic workforce planning and effective talent management. The DOD competency development process uses a multi-step, iterative job analysis methodology to identify occupational competency models, critical competencies, and target proficiency level requirements.
After assessment and validation, the competency models are uploaded into USA Staffing and available for use across the enterprise. If DCPAS does not have a validated competency model for a workforce, the OPM MOSAIC competency model may be used. If DCPAS does not have a validated model and OPM MOSAIC competencies are not relevant, then other competencies and competency models may be used.
