Sample Job Duties:
- Collect award/recognition nomination packages for processing.
- Monitor award amounts to ensure they are in alignment with the recommendations provided by agency policy.
- Review and/or process performance management/appraisal forms (e.g., in an automated system) to ensure completeness.
- Maintain performance management/appraisal records (e.g., performance appraisal, awards).
- Collect information and evidence from identified sources to support assigned employee relation cases.
- Assist in maintaining ongoing and completed employee relations case files and/or databases.
- Respond to routine employee relations questions from managers and employees (e.g., leave, discipline, medical).
- Locate basic facts, laws, and precedents concerning union proposals.
- Assist in collecting and documenting straightforward complaint and investigation information.
- Review basic investigation reports for accuracy and currency.
- Assist with preparing documentation during the grievance process.
- Maintain detailed records of ongoing negotiations and/or communications.

Technical Competencies
Disciplinary and Adverse Actions: Knowledge of laws, rules, regulations, concepts, principles, practices, and contract provisions related to formal and informal discipline including Douglas Factors analysis, just cause analysis, and alternative discipline.
Employee Relations: Knowledge of laws, rules, regulations, case law, principles, and practices related to disciplinary and adverse actions, leave administration, performance management, and dispute resolution.
Grievances and Appeals: Knowledge of laws and regulations that govern the administration of leave policies and programs for employees.
Leave Administration: Knowledge of laws and regulations that govern the administration of leave policies and programs for employees.
Legal Research: Knowledge of methods and sources to conduct legal research and find relevant authorities.
Performance Management: Knowledge of performance management concepts, principles, and practices related to planning, monitoring, developing, rating, and rewarding employee performance.
